‘Tamil’ Tarun Vijay, former MP and President of the Students and Youth For Thiruvalluvar spoke to the National Human rights Commission member Smt Jyotika Kalra and filed an official complaint to the Commission demanding probe by central agencies into the Tuticorin incident , where P Jayaraj, 59 and his son J Fennix, 31 were put to unspeakable torture, sexual assaults, brutal beatings and were killed. Its a national blot on us, it hurts me here in Uttarakhand, sitting in dehradun as much as it hurts Tamils . Hence I am filing this complaint from Himalayas
Excerpts of the letter :-
With respects and humilty may I lodge a complaint through you regarding the gruesome murders of a fathe and son in tuticorin police post by police men.
59-year-old P Jayaraj and his 31-year-old son J Fenix were picked up for questioning by the Sathankulam police for keeping their mobile accessories shop open during the lockdown on June 19. They were thrashed by the police while in custody, leading to their deaths. While Fenix fell ill and died at the Kovilpatti General Hospital on June 22, his father died on the morning of June 23. The reports say they were brutally assaulted, tortured , subjected to all atrocious beatings, sexual assaults and as a result they succumbed to the injuries. This incident is a blot on India and if we, civil society do not speak out on it, we fail our duty as an Indian, as a human being.
I am attaching some significant media reports about the incident that brings to the fore about the savagery police committed on the Mr Jayaraj and his son J Fenix. Unbelievable that animals in the garb of humans can stoop so low, become monsters while they were supposed to provide protection to the citizens and uphold the dignity and spirit of the constitution.
I belong to Uttarakhand and this matter relates to me as an Indian citizen and also as I am deeply involved in studying and furthering the great heritage of Tamilnadu. I believe that this matter doesnt belong to the people of Tamilnadu alone. It hurts me as musch as it hurts anyother Tamil of=r Telugu or a Punjabi.
I am a former Member of Parliament from Uttarakhand, and deeply involved in the Tamil cultural, spiritual world through my devotion to Thiruvalluvar and his eternal creation Thirukural. I also happen to be the President of the students and Youth for Thiruvalluvar, a students organisation having 1.25 ;lakh registered members. I have been given several Tamil awards for my services to the Tamil cause and some parents even named their children after my name.
The Tuticorin incident has deeply shaken up my conscience. Its not a banana republic, neither a dictatorial regime nor any despot is ruling the state. Its a republic, chosen by the people, for the people, to help society make progress and live happily.
Thiruvalluvar, explains the ruler’s duties in his famous classic Thirukural as follows
குறள் 382:
அஞ்சாமை ஈகை அறிவூக்கம் இந்நான்கும்
எஞ்சாமை வேந்தர்க் கியல்பு.
மு.வரதராசன் விளக்கம்:
அஞ்சாமை, ஈகை , அறிவுடைமை, ஊக்கமுடைமை இந்த நான்கு பண்புகளும் குறைவு படாமல் இருத்தலே அரசனுக்கு இயல்பாகும்.
சாலமன் பாப்பையா விளக்கம்:
அநீதிக்கும் பகைவர்க்கும் பயப்படாதிருப்பது, வேண்டுவோர்க்கு வேண்டிய கொடுப்பது, வரும் முன்காக்கும் அறிவு, ஆபத்து வந்த பின் தளராத ஊக்கம் – இந்நான்கிலும் குறையாமல் இருப்பது ஆளுவோரின் இயல்பாக இருக்க வேண்டும்.
சிவயோகி சிவக்குமார் விளக்கம்:
அச்சம் கொல்லாமை, அடுத்தவருக்கு உதவுதல், அறிவுடன் இருத்தல், ஆர்வமுடன் செயல்படுதல் ஆகிய நான்கும் குறைவின்றி இருப்பதே அரசருக்கு இயல்பு.
English Couplet 382:
Courage, a liberal hand, wisdom, and energy: these four
Are qualities a king adorn for evermore.
Couplet Explanation:
Never to fail in these four things, fearlessness, liberality, wisdom, and energy, is the kingly character.

enjaamai vaendhark kiyalbu
குறள் 383:
தூங்காமை கல்வி துணிவுடைமை இம்மூன்றும்
நீங்கா நிலனான் பவர்க்கு.
மு.வரதராசன் விளக்கம்:
காலம் தாழ்த்தாத தன்மை, கல்வியுடைமை, துணிவுடைமை இந்த மூன்று பண்புகளும் நிலத்தை ஆளும் அரசனுக்கு நீங்காமல் இருக்க வேண்டியவை.
சாலமன் பாப்பையா விளக்கம்:
செயல் ஆற்றுவதில் சோர்வு இல்லாமை, அனைத்தையும் அறியும் கல்வி, தீயவை எதிர்த்தாலும் நல்லன செய்வதற்கு ஏற்ற துணிவு இம்மூன்றும் நாட்டை ஆளுவோரை விட்டு விலகக்கூடாது.
சிவயோகி சிவக்குமார் விளக்கம்:
சோர்வு இல்லாது இருத்தல், கல்வி, துணிவுடன் செயல்படுதல் ஆகிய மூன்றும் நீங்காமல் இருக்க வேண்டும் நலத்தை ஆள்பவருக்கு.
English Couplet 383:
A sleepless promptitude, knowledge, decision strong:
These three for aye to rulers of the land belong.
Couplet Explanation:
These three things, viz., vigilance, learning, and bravery, should never be wanting in the ruler of a country.
Transliteration(Tamil to English):
thoongaamai kalvi thuNivutaimai immoondrum
neengaa nilanaan pavarkku
குறள் 384:
அறனிழுக்கா தல்லவை நீக்கி மறனிழுக்கா
மானம் உடைய தரசு.
மு.வரதராசன் விளக்கம்:
ஆட்சி முறைக்கு உரிய அறத்தில் தவறாமல் அறமல்லாதவற்றை நீக்கி வீரத்தில் குறைபடாத மானத்தை உடையவனே சிறந்த அரசன் ஆவான்.
சாலமன் பாப்பையா விளக்கம்:
தனக்குச் சொல்லப்பட்ட அறத்திலிருந்து விலகாமல், அறமற்ற கொடுமைகள் தன் நாட்டில் நடைபெறாமல் விலக்கி, வீரத்தில் தவறாமல் நின்று மானத்தைப் பெரிதாக மதிப்பதே அரசு.
சிவயோகி சிவக்குமார் விளக்கம்:
அறத்திற்கு இழக்கு இல்லாமல் அல்லாதவற்றை விளக்கி வீரத்திற்கு இழக்கு இல்லாமல் மனத்தோடு இருப்பதே அரசு.
English Couplet 384:
Kingship, in virtue failing not, all vice restrains,
In courage failing not, it honour’s grace maintains.
Couplet Explanation:
He is a king who, with manly modesty, swerves not from virtue, and refrains from vice.

aRanizhukkaa thallavai neekki maRanizhukkaa
maanam udaiya tharasu
குறள் 385:
இயற்றலும் ஈட்டலுங் காத்தலும் காத்த
வகுத்தலும் வல்ல தரசு.
மு.வரதராசன் விளக்கம்:
பொருள் வரும் வழிகளை மேன்மேலும் இயற்றலும் வந்த பொருள்களைச் சேர்த்தலும், காத்தலும் காத்தவற்றை வகுத்துச் செலவு செய்தலும் வல்லவன் அரசன்.
சாலமன் பாப்பையா விளக்கம்:
பொருள் வரும் வழிகளை உருவாக்குவது வந்த பொருள்களைத் தொகுப்பது, தொகுத்தவற்றைப் பிறர்கவராமல் காப்பது, காத்தவற்றை அறம், பொருள், இன்பம் நோக்கிச் செலவிடுவது என்னும் இவற்றில் திறமை மிக்கதே அரசு.
சிவயோகி சிவக்குமார் விளக்கம்:
எது எப்படி அமையவேண்டும் என்று இயற்றுவதும் அதற்க்கான பொருளை ஈட்டுவதும் அதை காப்பதும் மேலும் அதன் செயல்களை ஒழுங்குபட வகுப்பதும் சிறப்பாக செய்வது அரசு.
English Couplet 385:
A king is he who treasure gains, stores up, defends,
And duly for his kingdom’s weal expends.
Couplet Explanation:
He is a king who is able to acquire (wealth), to lay it up, to guard, and to distribute it.
Transliteration(Tamil to English):
iyatralum eettalunG kaaththalum kaaththa
vakuththalum valla tharasu
குறள் 386:
காட்சிக் கெளியன் கடுஞ்சொல்லன் அல்லனேல்
மீக்கூறும் மன்னன் நிலம்.
மு.வரதராசன் விளக்கம்:
காண்பதற்கு எளியவனாய்க் கடுஞ்சொல் கூறாதவாய் இருந்தால் அந்த மன்னனுடைய ஆட்சிக்கு உட்பட்ட நாட்டை உலகம் புகழும்.
சாலமன் பாப்பையா விளக்கம்:
நீதி வேண்டி வருபவர் காண்பதற்கு எளியனாய், எவர் இடத்தும் கடுஞ்சொல் கூறாதவனாய் இருந்தால், ஆளுவோனின் ஆட்சிப் பரப்பு விரிவடையும். (அவர் கட்சி வெற்றி பெறும்தொகுதிகள் கூடும்).
சிவயோகி சிவக்குமார் விளக்கம்:
பார்க்க எளிமையாய் எரிச்சல் ஊட்டும் வார்த்தைகள் தவிர்த்தவராய் இருக்கும் மன்னனின் ஆட்சி எல்லை விரிவடையும்.
English Couplet 386:
Where king is easy of access, where no harsh word repels,
That land’s high praises every subject swells.
Couplet Explanation:
The whole world will exalt the country of the king who is easy of access, and who is free from harsh language.
Transliteration(Tamil to English):
kaatchik keLiyan kadunjollan allanael
meekkooRum mannan nilam
குறள் 387:
இன்சொலால் ஈத்தளிக்க வல்லார்க்குத் தன்சொலால்
தான்கண் டனைத்திவ் வுலகு.
மு.வரதராசன் விளக்கம்:
இனியச் சொற்களுடன் தக்கவர்க்குப் பொருளை உதவிக் காக்க வல்ல அரசனுக்கு இவ்வுலகம் தன் புகழோடு தான் கருதியபடி அமைவதாகும்.
சாலமன் பாப்பையா விளக்கம்:
இனிய சொல்லுடன் பிறர்க்குக் கொடுக்கவும், அவர்களைக் காக்கவும் ஆற்றல் பெற்ற அரசிற்கு அது எண்ணிய எல்லாவற்றையும் இவ்வுலகம் தரும்.
சிவயோகி சிவக்குமார் விளக்கம்:
இனிமையான வார்த்தைகளுடன் உதவ வல்லமை படைத்தவருக்கு தனது வார்த்தைகள் படியே அமையும் உலகு.
English Couplet 387:
With pleasant speech, who gives and guards with powerful liberal hand,
He sees the world obedient all to his command.
Couplet Explanation:
The world will praise and submit itself to the mind of the king who is able to give with affability, and to protect all who come to him.

In nutshell a ruler, an administrator, is the one who with modesty, swerves not from virtue, and refrains from vice and protects all who come to him for justice.
In Tuticorin, justice has been broken into smithereens. India has been ashamed. Citizenship has been abused. Faith of the citizen in law and order machinery has been broken. They have shamed savages like POL Pot, Idi Amin and ISIS terrorists.
May I appeal to you to kindly look into the matter, visit the place of incidence, meet the relevant people, the family of the victims and save Indian constitutional obligations from being trashed with such a brazenness. Kindly consider my request to have the matter investigated by the central agencies and have the culprits punished exemplarily.within a time bound procedure through special courts
